A basic ceremony on the second Tuesday
North Yorkshire Council lists a standard ceremony on selected dates. In Harrogate it is the second Tuesday of the month. Only two guests attend, and they are the witnesses. Witnesses must be 16 or over. Children of the couple under 16 are outside that pair of guests. The council says no music, readings, extra vows or photography, including pictures taken by guests, are permitted, and there is no ceremony-room set up. The fee is £87, including two certificates, due in full when you book.
From 1 April 2026 to 31 March 2027, ceremonies at registration offices are £310 Monday to Wednesday, £350 on Thursday or Friday, and £390 on Saturday, Sunday or a bank holiday, including two certificates. A £50 deposit is deducted from the ceremony cost. If you have booked the basic product, there are no pictures inside at all. Portraits are outside, after you leave. A short register-office signing is often covered in one or two hours, ceremony plus a few pictures outside. If you have booked the enhanced fee, music and readings are part of the personalised ceremony the council describes, and the photographer can work in the room. Say which product, the start time, and the guest count. If a meal follows at a second venue, put that address and the travel in the quote. Ceremonies are not held on Christmas Day, Boxing Day or New Year's Day.
Can anyone take pictures on the basic second Tuesday?
No. Photography, including pictures by guests, is not permitted, and there is no ceremony-room set up. Only two adult witnesses attend. Children under 16 are not extra guests. Plan portraits for after you leave. One or two hours often covers the signing and those pictures.
