Gloucestershire County Council offers a statutory registration at a registration office in Cheltenham or Gloucester on a Monday or Tuesday afternoon. It is the two of you, two witnesses and the officers. The marriages page says you would not make ring vows or have photos, music or readings. The fee is £74.50. If the photographs matter inside the room, this is not the booking that provides them. Plan the pictures for afterwards, on the Promenade or in the parks, and book the photographer for that time outside.
